Bill targets college loans

U.S. Sen. Sherrod Brown is proposing new legislation to help people with private student loans refinance to more lower-interest rate options available through federal Stafford loans.

Brown, D-Ohio, says his "debt swap" bill would potentially help millions of borrowers cut their interest rates and lower their payments at no cost to the taxpayers.

During a conference call Wednesday with statewide media members, Brown said the federal treasury would even gain some revenue, according to the Congressional Budget Office.
