The decision also paves the way for steel producers to latch on the continually growing green technology boom, Ryan said.

''The revolution is coming in green technology,'' Ryan, D-Niles, said. ''That means steel mills need to produce steel that goes into windmills, steel that goes into solar panels.''

Brown, a Democrat, said trade enforcement like ITC's decision on the tubular steel and an earlier ruling to put safeguards in place against Chinese tire surges, means jobs and a level playing field for U.S. workers.

''In each case, it going to mean jobs,'' Brown said.
