A bipartisan group of 16 senators – including Democrats Sherrod Brown off Ohio and Barack Obama of Illinois, and Republican George V. Voinovich of Ohio – have taken the next step toward creating the Great Lakes Compact.

The senators introduced a bill that would give congressional approval toward a compact involving Ohio, seven other states and the Canadian provinces of Ontario and Quebec. The compact would ban large amounts of fresh water from the Great Lakes to other areas of the country.
