For weeks, Congress has failed to extend federal unemployment benefits. Lawmakers have extended the benefits several times already, due to the economy. This latest extension already passed in the House but has been stalled in the Senate.

Fiscal conservatives don't want the measure adding to the federal deficit. But Democratic leaders say it's necessary emergency spending.
