MANSFIELD -- Congress will approve a universal health care plan designed to cover all Americans by the end of the year, U.S. Sen. Sherrod Brown predicted.

The Mansfield native made that proclamation Wednesday during a speech at the City Club of Cleveland. He also endorsed federal Medi-care reimbursement for low-cost preventive health care programs such as Mansfield's Community Health Access Project.

"Medicare doesn't reimburse the program in Mansfield," Brown said. "They're struggling -- because there's no sort of a revenue stream for this --to save money and lives."
