Toledo's mayor will testify in D.C. on algae blooms

Mayor Michael Collins is testifying before the Senate Agriculture Committee about the problems caused by fertilizer run-off from farm fields. 

The levels of phosphorus in the fertilizer have helped spawn algae blooms in Lake Erie and more than a dozen inland Ohio lakes. The blooms create neurotoxins, which have led to swimming and fishing bans.
