YOUNGSTOWN - Many factors came together locally to ensure that V&M Star Steel built its new $650 million rolling seamless pipe mill on land bordering Girard and Youngstown, but it was a decision at the federal level that enabled the mill to expand in the first place.

U.S. Sen. Sherrod Brown, D-Ohio, who was among the lawmakers at Monday's groundbreaking ceremony, said a decision by the International Trade Commission to "stand up for American workers" was one factor that led to the project.
