Senator Introduces Thirteen Bills That Would Suspend Duties on Chemical Inputs Used by Rhein Chemie to Manufacture Rubber Products and by Lubrizol to Manufacture Lubricants, Hair Care Products, and Paints

WASHINGTON, D.C.—U.S. Sen. Sherrod Brown (D-OH) has introduced 13 bills to renew duty suspensions on chemicals used by Rhein Chemie in Chardon to manufacture rubber products and by Lubrizol in Wickliffe to manufacture lubricants, hair care products, and paints.  The bills, which would temporarily suspend duties on chemicals not otherwise produced in the United States, are aimed at keeping production costs low and therefore helping save jobs at Rhein Chemie and Lubrizol.

“Keeping production and overhead costs low for companies like Rhein Chemie and Lubrizol is vital to saving Ohio jobs,” Brown said. “We should do all we can to keep important manufacturing jobs in communities like Chardon and Wickliffe. These bills would help ensure that Rhein Chemie and Lubrizol can continue to do business in Northeast Ohio.”

Since 1982, Congress has passed legislation to temporarily reduce or suspend tariffs on certain imported products and make technical corrections to U.S. tariff laws.  These bills, known as miscellaneous tariff bills (MTBs), are designed to boost the competitiveness of U.S. manufacturers by lowering the cost of imported inputs without harming domestic firms that produce competing products. Brown’s bills were introduced as part of the Miscellaneous Tariff Bill process initiated by the Senate Finance Committee and the House Committee on Ways and Means.

Rhein Chemie develops, produces and sells additives, specialty chemicals and service products for the rubber, lubricant and plastics industries. The company employs about 100 people in Chardon; in 2008, Rhein Chemie was honored by the Geauga County Department of Community and Economic Development Annual Salute to Business and Industry, and in 2010 and 2011, it was named to the Best Employers in Ohio list. Lubrizol was founded in 1928 and is headquartered in Wickliffe. It develops a wide array of specialty chemicals, including driveline, industrial, and engine oil additives, along with advanced polymers, polymer-based additives, and chemical additives.

Full details on the bills, along with the bill numbers, are below. The first six bills are aimed at suspending duties on chemicals used by Rhein Chemie; the latter seven would suspend duties on those used by Lubrizol.

S.2475 A bill to extend the temporary suspension of duty on Mixtures of N'-(3,4-dichloro-phenyl)-N,Ndimethylurea with acrylate rubber.

S.2478 A bill to extend the temporary suspension of duty on 4,8-dicyclohexyl -6--2,10-dimethyl -12 H-dibenzo[d,g][1,3,2]-dioxaphosphocin).

S.2489 A bill to extend the temporary suspension of duty on mixtures of caprolactam disulfide with an elastomer binder of ethylene-propylene-diene monomer and ethyl vinyl acetate, and dispersing agents.

S.2496 A bill to extend the temporary suspension of duty on mixtures of zinc dicyanato diamine with an elastomer binder of ethylene-propylene-diene monomer and ethyl vinyl acetate, and dispersing agents.

S.2497 A bill to suspend temporarily the duty on mixtures of polyethylene glycol, C16-C18 fatty acids, and C2-C6 aliphatic hydrocarbons.

S.2505 A bill to extend the temporary suspension of duty on mixtures of benzenesulfonic acid, dodecyl-, with 2-aminoethanol and Poly (oxy-1,2-ethanediyl), a-[1-oxo-9- octadecenyl]- w-hydroxy-, (9Z).

S.2486 A bill to suspend temporarily the duty on Ethylene-Propylene polymer.

S.2494 A bill to renew the temporary suspension of duty on 2-oxepanone, polymer with aziridine and tetrahydro-2H-pyran-2-one, dodecanoate ester.

S.2499 A bill to suspend temporarily the duty on a mixture of alkali metal phenate, mineral oil, and p-Dodecylphenol.

S.2502 A bill to suspend temporarily the duty on benzene, polypropene derivatives.

S.2504  A bill to suspend temporarily the duty on D-Galacto-D-mannan, 2-hydroxy-3-(trimethylammonio)propyl ether, chloride (83589-59-7), 1-Propanaminium, 2,3-dihydroxy-N,N,N-trimethyl-, chloride (34004-36-9) and water.
